SME Mauritius Schemes That Can Pay for Your Marketing (2026 Guide)

SME Mauritius runs five grant schemes for small and medium businesses, and three of them can pay for marketing work. The Market Readiness Scheme covers marketing, branding, packaging and design, and e-catalogues. The Technology and Innovation Scheme covers websites and social media integration. The Business Transformation Scheme covers advice and mentoring. Each grant pays up to 80% of the approved cost, and your total across all schemes is capped at Rs 50,000 to Rs 250,000 depending on your category. If you exhibit at a fair abroad, the EDB’s SME Refund Scheme can also refund one event a year, up to Rs 167,000.

THE QUICK ANSWER

  • For marketing and branding: the Market Readiness Scheme (MRS).
  • For a website or social media integration: the Technology and Innovation Scheme (TINS).
  • How much: up to 80% of the approved cost. You pay at least 20%, plus VAT.
  • The cap: Rs 50,000, 130,000, 200,000 or 250,000, set by your staff on CSG and your turnover, and shared across all schemes.
  • First step: register as an SME (free), then apply online with your quotes and documents. Allow at least 10 weeks.

A grant can pay for a website or a campaign. It cannot tell you whether that is the right thing to fix. When the money is spent and nothing has changed in your sales, the grant has only paid for activity. This guide covers both: how to get the money, and how to make it count.

Which SME Mauritius schemes cover marketing?

SME Mauritius currently lists five schemes: Business Transformation, Technology and Innovation, Market Readiness, Greening Support and Agri-Business. Three of them include items a marketing plan usually needs.

The lists are “indicative”: they show the kind of work each scheme funds, and SME Mauritius decides on each item when it reviews your application. A grant is still part of your marketing spend, so plan it alongside the rest of your budget. The marketing budget section of the small-business marketing strategy guide shows where it fits.

How much can an SME Mauritius grant pay?

The grant covers up to 80% of the approved, itemised cost of your project. You pay at least the other 20%. The maximum depends on your category:

CategoryABCD
Maximum grantRs 50,000Rs 130,000Rs 200,000Rs 250,000

Three rules change what you actually receive:

  • The cap is shared. Total grants within one scheme, or across several schemes, are capped at your category’s maximum. A website under TINS and branding under MRS come out of the same limit.
  • VAT is not covered. Budget the VAT on top of your 20%.
  • Prices are checked. SME Mauritius can cap each item at what it considers a fair market value, so an inflated quote will not be paid in full.

Here is how that works with two examples:

Small shop, Category AGrowing business, Category B
Approved project (excluding VAT)Rs 60,000 branding and packagingRs 200,000 website and campaign
80% of the costRs 48,000Rs 160,000
Grant paid (capped)Rs 48,000Rs 130,000 (the Category B cap)
You payRs 12,000 + VATRs 70,000 + VAT

Which category are you? It depends on your turnover and the number of full-time employees for whom you pay CSG. The schemes page has a “Check your Category” calculator. When I tried it on 6 October 2026, the number of staff made the biggest difference: 1 to 3 staff came out as Category A, 4 to 9 as B and 10 or more as C. Treat that as a guide, and confirm your category with your SME Mauritius officer.

Who is eligible?

According to the SME Mauritius eligibility criteria, your business must:

  • be an individual or self-employed person, a company registered with the CBRD, or a registered cooperative,
  • have an annual turnover below Rs 100 million,
  • preferably have been running for 9 months (businesses under 6 months may qualify as start-ups),
  • be a duly registered SME, with a valid trade licence, a Business Registration Card, last year’s financial return filed with the MRA or CBRD, and CSG payments up to date,
  • be at least 51% owned by a Mauritian national.

Some businesses are excluded. The schemes cover “any legal value-creating economic activity” except pure trading, real estate, rental activities and e-commerce. A business also does not qualify if a director or shareholder holds shares in a company with a turnover above Rs 100 million, or if it is owned by such a company. Spouses or the same directors cannot benefit twice in one financial year through different companies.

How to apply for an SME Mauritius scheme, step by step

  1. Register as an SME. It is free. Apply online through the SME registration portal (with your MauPass login), or at the SME Registration Unit, 25 Pope Hennessy Street, Port Louis, or any SME Mauritius regional centre. The SME Mauritius FAQ says the certificate can be collected after 7 working days if your documents are complete, and is valid for 5 years.
  2. Check your category with the calculator on the schemes page, so you know your cap.
  3. Choose one priority project and get itemised quotes from suppliers you choose independently. Ask the supplier whether they can still take on scheme projects: providers of social media, website, e-catalogue and CRM work are capped at 5 projects in total, and consultancy providers at 8.
  4. Pay by cheque, card or bank transfer, never cash. SME Mauritius uses the date the money left your account, not the invoice date, and only covers purchases made in the 9 months before your first application. Ask your officer whether to apply before or after you pay.
  5. Fill in the online application form. You give your business details, staff numbers, local and export market split, turnover and net profit for recent years, then choose the scheme and write down the components you are applying for.
  6. Upload your documents: Business Registration Card, trade licence, SME Registration Certificate, ID cards of all owners or directors, and your latest financial statement.
  7. Wait for the decision. SME Mauritius allows a minimum of 10 weeks from the date your application is complete. The Grant Approval Committee makes the final decision, and any funded item can be inspected.

After a grant, you can apply again once 9 months have passed since your last payment, or earlier if you have not reached your maximum for that financial year. Over any 3-year period, you only qualify again if your turnover has grown faster than official inflation.

Exhibiting abroad? The EDB’s SME Refund Scheme

If your marketing plan includes an international trade fair, the Economic Development Board (EDB) runs a separate refund. According to its July 2026 guidelines:

  • it is for SMEs with a turnover below Rs 100 million, registered with the CBRD,
  • it refunds the stand or participation fee, an economy air ticket between Mauritius and the host country, and accommodation from one day before to one day after the event,
  • from 1 July 2026, the maximum refund is Rs 167,000 per financial year, for one eligible event,
  • you submit the Participation Form at least one month before the event, and your proof of expenses within one week after it.

The EDB’s market access page also lists support for exporters, such as the Freight Rebate Scheme.

Common mistakes with SME grants

  • Reading an old article. Schemes are renamed and replaced. A 2022 overview of SME schemes describes an “SME Marketing Support Scheme” and an “Internal Capability Development Scheme”, neither of which is on the SME Mauritius schemes page today. Always check the official page.
  • Paying in cash. Cash payments are not accepted, so that spending cannot be claimed.
  • Spreading the cap too thin. Because the cap is shared across schemes, three small projects can use up the money you needed for the one that matters.
  • Forgetting VAT and your 20%. Plan your share of the cost before you sign a quote.
  • Choosing a supplier with a conflict of interest. SME Mauritius can cancel an application if it suspects a link between the applicant and the supplier.

What research says about business grants

Grants do help small businesses on average, but not all of them, and not in the same way:

  • A review of 30 studies across 13 EU countries, published in Small Business Economics by Dvouletý, Srhoj and Pantea (2021), found grants had positive effects on firm survival, employment, fixed assets and sales, but mixed effects on productivity. Results varied with firm size, age, region and how much support was given.
  • A study of a business development grant scheme by Srhoj, Lapinski and Walde found the positive effect was clearest for smaller firms, and that the grant needed to be large enough relative to the firm’s profits to make a difference.

The lesson for a Mauritian business: a grant works best when it is aimed at one project big enough to change something, not spread across small purchases.

Why an SME Mauritius grant alone will not grow your sales

Here is the pattern. A business gets a grant for a new website or a branding project. The work is delivered, the grant is paid, and six months later sales are the same. The website gets few visitors, the new logo sits on a page nobody finds, and the grant has run out.

The grant was never the problem. The problem was choosing what to fund before deciding what was actually holding sales back. If people do not know you exist, a better logo will not help. If they enquire but do not buy, a new website will not fix the follow-up. The tool is not the strategy, and neither is the grant.

Find your weakest stage first, then point the grant at it. The five stages of a small-business marketing strategy show where your money will do the most, and how much a business in Mauritius should spend on marketing helps you plan the 20%, the VAT and what happens after the grant.

Check yours: If the grant were approved tomorrow, could you say which stage of your marketing it fixes, and how you would know it worked?
